Section 1 - Advertisement for Bids
Notice is hereby given that the Creek County Board of County Commissioners on behalf of the City of Oilton, Oklahoma, hereinafter called the "City" or "Owner" will receive sealed written bids from qualified bidders at the County Clerk's Office located at 317 E Lee, Room 100, in Sapulpa, Oklahoma, until 8:59 AM (CST) on the 18th _ day of November 2024. The bids will be publicly opened during the Board of County Commissioners meeting in the commissioner's conference room beginning at 9 AM. Bids shall remain valid for 60 days from bid opening. Electronic bid submission will not be accepted.

Bid number, ARPA number, and bidders name must be clearly marked on sealed envelope. The sealed envelope must contain the original bid and one copy of the original bid.

Brief Project Description:
We are seeking qualified contractors to submit bids for a water well, well house, and pipeline construction and installation project designed to improve access to clean and reliable water. The project involves a comprehensive scope of work, including site assessment to evaluate the feasibility of the proposed location, borehole drilling to a depth sufficient for water extraction, and the installation of a well casing, pump system, wellhouse, and pipelines as needed. Additionally, the contractor will be responsible for testing and commissioning the well to ensure it meets all quality and safety standards. Successful bidders should have proven experience in well construction and water system installations, a strong ability to adhere to project timelines and budget constraints, and a commitment to complying with all local regulations and standards.
All materials will be supplied by the contractor. All work shall be performed in accordance with the Plans, Specifications, and contract documents prepared by Chief Engineering, PLLC and all other firms contracted to supply professional services. Final plans will be approved by the Oklahoma Department of Environmental Quality.

Each Bidder shall accompany his original bid with a certified or Cashier's Check on a solvent bank located in Oklahoma or a Bidder's Bond in the amount of five (5) percent of the amount of bid, and the same will be retained by the County on behalf of the City until the successful bidder has entered into a written contract with the Owner and a satisfactory payment, performance and warranty bond has been furnished. The bid deposit of the unsuccessful bidders will be returned upon the execution of the Contract and required bonds.
Each bidder shall accompany his bid with a sworn statement in writing that the Bidder has not directly or indirectly entered into an agreement, expressed or implied, with any other bidder concerning the price or amount of such bid or any bids, the limiting of the bids or bidders, the paying to anyone any money for promotion expenses, the parceling or farming out to any bidder or bidders or other persons of any part of the contract or any part of the subject matter of the bid or of the profits thereof.
Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price with a Corporate Surety licensed in Oklahoma and approved by the Owner, will be required for the faithful performance of the contract, and the bidder shall state in the proposal the name and address of the Surety or Sureties who will issue this bond in case the contract is awarded to him. The Maintenance Bond required will guarantee the repair of all damage due to improper materials or workmanship for a period of one (1) year after the acceptance of the work by the Owner.
Contract to be awarded to the lowest responsive responsible bidder after evaluation and recommendation by the City of Oilton.
This project is being supported, in whole or in part, by federal award number 21.027 awarded to Creek County by the U.S. Department of the Treasury. Entities must be registered in SAM.gov and have a valid UEI number before entering into a contract for this project. Information for this process can be found at SAM.gov.
The County procurement process is an open process that allows all business owners to participate regardless of race, color, natural origin or sex and we encourage minority and women-owned business to bid on any of our projects.
A Pre-Bid Conference for this project will be held at 1:00 P.M. on November 5, 2024, at Oilton City Hall, located at 101 W Main St, Oilton, OK 74052. Interested parties are welcome to visit the project site, located at the southwest corner of W. 2nd Street and Westwood Ave, Oilton, Oklahoma 74052 (GPS: 36.0842, -96.5934), at their convenience. The Owner reserves the right to waive any informality in the bidding.
The County and City reserve the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act.
Conditional Bids shall not be accepted.
