Sealed bids for THE MANNFORD ELEVATED WATER STORAGE REHABILITATION, to be constructed for THE CREEK COUNTY BOARD OF COUNTY COMMISSIONERS on behalf of The city of Mannford, Mannford, OK, will be received at the County Clerk's Office located at 317 E Lee Room 100 in Sapulpa, Oklahoma until 8:55 AM, Monday, January 9th, 2023, at which time the bids shall be publicly opened and read aloud during the Board of County Commissioners meeting in the commissioner's conference room 103 beginning at 9:00 AM. Sealed bids submitted prior to the bid opening should be sent to the Creek County Clerk at 317 E Lee Room 100 in Sapulpa, Oklahoma, 74066. Bids must be marked on the outer envelope "Bid # 23-8"
A Mandatory Pre-Bid Conference will be held at 3:00 PM on Wednesday, December 21st at the City of Mannford Council Meeting Room at 300 Coonrod Drive, Mannford, Oklahoma. Pre-Bid Conference attendance and sign in is mandatory for bidders on this project. Each bidder shall be limited to three personnel per organization.
The project includes, but is not limited to, the maintenance and rehabilitation of the 160,000 gallon storage tank as shown on the plans and indicated in the specifications, including ladder improvements, vent and overflow improvements, recoating of tank interior and exterior and application of a new logo, site electrical improvements, and a new active submersible tank mixer.
This project is being supported, in whole or in part, by federal award number 21.027 awarded to Creek County by the U.S. Department of the Treasury." Entities must be registered in SAM.gov and have a valid UEI number before entering into a contract for this project. Information for this process can be found at SAM.gov.

Addendums to the bid package will be issued through the online Garver Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to the City of Mannford.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Oklahoma to act as surety, or other surety or sureties acceptable to the Owner.
All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of TYPED percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE).
Creek County and the City of Mannford reserve the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the County or City, and to reject nonconforming, nonresponsive, or conditional bids.
Bids must remain in effect for 60 days after the bid opening date.
