1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on January 21, 2025, and correction of meeting minutes from July 29, 2024, through January 13, 2025.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion and possible action to consider rezoning case CCZ-2154; Applicant, Rebecca Gutierrez, requests approval of rezoning from Agricultural zoning to Heavy Residential zoning to allow a duplex located at 6248 South 44th West Avenue, Tulsa - Wendy Murray, Planning Office.
8. Discussion and possible action to consider rezone/lot split cases CCZ-2158 and CCLS-3019; Applicant, Rick Cole, requests approval of rezoning from Light Residential zoning to Residential Manufactured Home zoning to allow lot split for one manufactured home located at 7141 Cottonwood Road, Sapulpa - Wendy Murray, Planning Office.
9. Discussion and possible action to consider retiring and adopting out K-9 Deputy Ranger to his handler, Deputy Dru Davis - Bret Bowling, Sheriff.
10. Presentation of award and Board of County Commissioner proclamation in recognition of service and retirement of K9 Deputy - Bret Bowling, Sheriff.
11. Discussion and possible action to consider signing a 2025 REAP contract for purchase of a fire training container for the Olive Volunteer Fire Department, contract #250131.
12. Discussion and possible action to consider signing a 2025 REAP contract for purchase of an excavator to address lead and copper rule requirements of lead and copper inventory and removal for Creek County Rural Water District #5.
13. Discussion and possible action to consider signing a 2025 REAP contract to repave South 433rd West Avenue from Highway 33 North to West 91st Street South in District #2.
14. Discussion and possible action to consider signing a 2025 REAP contract for asphalt overlay on South 513th West Avenue from Highway 66 to West 271st Street South in District #3.
15. Discussion and possible action to consider signing the Local Elected Official Consortium Agreement between Green County Workforce Development Board and Creek County.
16. Discussion and possible action to consider signing a staffing agreement with Express Employment Professionals for the Commissioners Office.
17. Discussion and possible action to amend Resolution #2025-12, naming an alternate representative to the CED #1 Board of Directors.
18. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.
19. Discussion and possible action to consider approving a utility permit request from Cox Communications to cross Overlook Drive approximately 0.08 miles south of the Highway 117 Point in District #1.
20. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to cross West 184th Street South approximately 3.27 miles south and 2.38 miles west of the US 75 and State Highway 67 junction in District #1.
21. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
