1. CALL MEETING TO ORDER AND ROLL CALL - Chairman
2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman
3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman
4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on July 29, 2024, and to correct the minutes of July 1, 2024, to remove a transfer for the County Clerk's Preservation Fund.
5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.
6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)
7. Discussion and possible action to consider rezoning case CCZ-2143; Applicant Select Designs requests approval of rezoning from Agriculture District to Light Residential for proposed single family subdivision located on S 49th W Ave., approximately ¼ mile from W 151st St So., intersection, Kiefer.
8. Discussion and possible action to consider a Preliminary Plat CCPP-2024-02 for "Childers Creek", a proposed single-family subdivision, containing 24.51 acres, more or less, located on S 49th W Ave., approximately ¼ mile from W 151st St So., intersection, Kiefer.
9. Discussion and possible action to consider signing contracts for services individually between Creek County and the following agencies for the FY 2024 Opioid Abatement Grant Award:
i.Family and Children's Service
ii.LifeGate Freedom Recovery Ministries
iii.Human Skills & Resources, Inc.
iv.CREOKS Mental Health Services
v.Youth Services of Creek County
10. Discussion and possible action to consider signing contract with the State of Oklahoma Mental Health and Substance Abuse Services for development and implementation of certain evidence-based programs through the "County Community Safety Investment Fund".
11. Discussion and possible action to create a grant account for the "County Community Safety Investment Fund", account #1253-3-0400-1110.
12. Discussion and possible action to consider signing agreement between the Creek County Ambulance Service and Creek County for ambulance service at the Creek County Fairgrounds.
13. Discussion and possible action to consider signing contract with Lexipol and Creek County for online training courses.
14. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Sheriff Capital Outlay account (0001-2-0400-4110/B3) with a check from ACCO in the amount of $8,033.27 as reimbursement for hail damages to a sheriff vehicle due to a storm, which occurred on May 21, 2024, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.
15. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County General Government Maintenance and Operation fund (0001-1-2000-2005/R2) with funds from East Central Electric Cooperative in the amount of $74.22, as credit for capital credits generated when East Central Electric Cooperative revenue exceeds costs, as per Title 62 O.S. § 335, and procedures implemented by the State Auditor's Office
16. Discussion and possible action to consider approving a utility permit request from ONE Gas, Inc. to parallel South 81st West Avenue approximately .79 miles north of the I44 and SH 364 junction in District #3.
17. Discussion and possible action to consider approving a utility permit request from Quality Machining for 2400 South Industrial Road for a curb removal and to pour a concrete approach in District #3.
18. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.
- Discussion and possible action to consider using ARPA funds on road and bridge projects.
