1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on October 15, 2024.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action on public hearing to consider adding currently existing public roads to the Official Creek County Maintenance System described as: South 25' of the North owners of the North 25' of the South owners along West 163rd Street South.

 

8. Discussion and possible action to consider signing the 2025 employee health insurance renewal - Crystal Black, Relation Insurance.

 

9. Discussion and possible action to consider placing up to a 14-day burn ban in Creek County, pursuant to 2 O.S. § 16-2 - Covy Murray, Emergency Management Director.

 

10. Discussion and review of proposed Opioid Abatement Grant Reporting from Ashley Ridge, CREOKS, and Nick McMillan, Family Children Services, due by October 31, 2024.

 

11. Discussion and Possible action regarding approval of extension for REAP Contract 230221, asphalt overlay on West 61st Street South (Oakhurst) and authorization for chairman to sign.

 

12. Discussion and possible action to consider surplus and disposal of equipment for Creek County Emergency Management - Covy Murray, Director.

 

13. Discussion and possible action to considering signing the Creek County Mental Health Grant Amendment to the current contract with Turn Key Health Clinics, LLC.

 

14. Discussion and possible action to change the name of account 1526-2-0400-1110 to AG Sheriff Safe Grant and to create account 1572-2-0400-1110, OK HWY Safety Grant, and approve transfer of $2,225.98 to the new account, and create 1526-2-0400-2005 and 1526-2-0400-4110, AG Sheriff Safe Grant, per the updated Chart-of-Accounts as directed by the Auditor's Office and OSU County Training Office.

 

15. Discussion and possible action to let for sealed bid for a water control/management system for the Creek County Jail, bid #25-4.

 

16. Discussion and possible action to approve Oklahoma Wireless Information Network Land Mobile Radio (OKWIN LMR) contracts.

 

17. Discussion and possible action to consider approving the Allocation of Alcoholic Beverage Tax -Treasurer's Office.

 

18. Discussion and possible action to consider approving a utility permit request from Cox Communications to cross and parallel various County roads in District #1, requesting 90 days.

 

19. Discussion and possible action to consider approving utility permit request from Bluefin Water Solutions, LLC, to cross West 191st Street South approximately 0.2 miles east of the South 273rd West Avenue junction in District #1.

 

20. Discussion and possible action to consider approving utility permit request from Bluefin Water Solutions, LLC, to cross South 289th West Avenue approximately 0.45 miles south of the West 191st Street South junction in District #1.

 

21. Discussion and possible action to consider approving utility permit request from Bluefin Water Solutions, LLC, to cross to South 317th West Avenue approximately 0.04 miles north of the West 211th Street South junction in District #1.

 

22. Discussion and possible action to consider approving three utility permit requests from ONE Gas, Inc., to cross West Taft Avenue and Sunset Lane near the State Highway 66 and State Highway 117 junction in district #3.

 

23. Discussion and possible action to consider approving a utility permit request from Oklahoma Gas & Electric to parallel Veterans Memorial Drive approximately 0.81 miles west of the Veterans Memorial Drive and State Highway 66 junction in District #3.

 

24. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to let for sealed bid for the construction and installation of a new water well and associated equipment and building for the City of Oilton, bid #25-5, ARPA project #1566-5.11-74052-4110, and approve transfer from the City of Oilton Water/Sewer Capital Outlay account to the Maintenance and Operations account for publication costs. Bids must be received by 8:59 a.m., November 18, 2024. Pre-bid conference will be held at 1:00 p.m., November 5, 2024, at Oilton City Hall, 101 West Main Street, Oilton, OK, 74052.
  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
