 AGENDA

 

 

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

 

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

 

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

 

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on September 3, 2024.

 

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

 

6. Discussion and possible action of new business.  (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

 

7. Discussion and possible action on setting a date for a hearing on the merits and sending and publishing notice for the same for the county to maintain a road described as South 25' of the North owners and the North 25' of the South owners along West 163rd Street South east of the South 97th West Avenue in District #1.

 

8. Discussion and possible action to consider allowing Sapulpa Main Street to use the Courthouse parking lot for the Route 66 Blowout on September 14, 2024 - Cindy Lawrence.

 

9. Discussion and possible action to sign Memorandum of Understanding between the Muscogee (Creek) Nation and Creek County to designate which roads are to be added to the National Tribal Transportation. Facility Inventory (NTTFI), which the County would still own and maintain.

 

10. Discussion and possible action to open sealed bids for exterior repairs to the Creek County Courthouse, Bid #24-23

 

11. Discussion and possible action to open sealed bids 3-month asphalt and emulsion bid, #25-1.

 

12. Discussion and possible action to open sealed bids lease purchase of one or more used pumper truck(s) for the Drumright Volunteer Fire Department, bid #25-2.

 

13. Discussion and possible action to award project #CJ0190-7/31/24 CJ0190-7/31/24 kitchen wash area upgrades at the Creek County Justice Center.

 

14. Discussion and possible action to consider FY 25 RFP Renewal with the Oklahoma Department of Mental Health and Substance Abuse Services, in the amount of $228,853.00.

 

15. 16. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Election Board's Maintenance and Operations account (0001-1-2200-2005) with funds from CINTAS in the amount of $15.00 as a reimbursement, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

 

17. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

  • Discussion and possible action to consider using ARPA funds on road and bridge projects.
  • Discussion and possible action to consider using ARPA funds for RAVE license renewal.

 

18. Consider/Action Re: Discussion and Possible vote to enter into Executive Session pursuant to 25 O.S., Section 307(B)(4) to discuss with counsel all aspects of pending litigation, including upcoming settlement conference in Charla White, f/k/a Long, individually and on behalf of the Estate of Perrish Ni-Cole White v. Bret Bowling, et al., Case No. 22-cv-139-CVE-SH, filed in the Northern District of Oklahoma, on the advice of and at the request of counsel.  Public disclosure of these confidential communications would seriously impair the ability of the Board and its attorney to properly process and defend itself in litigation.

 

19. Consider/Action Re: Possible Executive Session pursuant to 25 O.S., Section 307(B)(4) to discuss with counsel all aspects of pending litigation, including upcoming settlement conference in Charla White, f/k/a Long, individually and on behalf of the Estate of Perrish Ni-Cole White v. Bret Bowling, et al., Case No. 22-cv-139-CVE-SH, filed in the Northern District of Oklahoma, on the advice of and at the request of counsel. Public disclosure of these confidential communications would seriously impair the ability of the Board and its attorney to properly process and defend itself in litigation.

 

20. Consider/Action Re: Discussion and possible vote, in public forum, to adjourn Executive Session and reconvene in Open Session. 

 

21. Consider/Action Re: Discussion and possible vote on actions related to pending litigation in Charla White, f/k/a Long, individually and on behalf of the Estate of Perrish Ni-Cole White v. Bret Bowling, et al., Case No. 22-cv-139-CVE-SH, filed in the Northern District of Oklahoma, with counsel.
