AGENDA

1. CALL MEETING TO ORDER AND ROLL CALL - Chairman

2. STATEMENT OF COMPLIANCE WITH OPEN MEETING ACT - Chairman

3. PLEDGE OF ALLEGIANCE AND INVOCATION - Chairman

4. Discussion and possible action in consideration of approval or disapproval of prior meeting minutes for meeting held on August 26, 2024.

5. Discussion and possible action to consider, review, approve, or disapprove pending purchase orders for: the general, highway, health, cash accounts and community development block grant funds; transfers; monthly appropriations; emergency purchase orders; various county officers' contracts; monthly reports and various contracts and change orders. The Verification Report on all purchase orders being paid is available for public inspection during the meeting. For questions, please see the County Clerk.

6. Discussion and possible action of new business. (In accordance with the Open Meeting Act, 25 O.S. § 311, new business is defined as any matter not known about or which could not have been reasonably foreseen within 24 hours of time of posting this agenda.)

7. Discussion and possible action to consider signing a Public Event Application with the Oklahoma Alcoholic Beverage Laws Enforcement Commission (ABLE) for the Kellyville Wine and Craft Festival being held at the Creek County Fairgrounds.

8. Discussion and possible action to consider directing the Creek County Treasurer to credit the Creek County Sheriff Service Fees M&O account (1223-2-0400-2005/SSF7) with a check from ACCO in the amount of $550.00 as supplemental reimbursement for replacing a windshield due to hail damage to a sheriff vehicle, which occurred on May 21, 2024, as per 62 O.S. § 335, and procedures implemented by the State Auditor's Office.

9. Discussion and possible action to consider approving a utility permit request from AR Construction to cross E0650 Road/West 61st Street South approximately 0.03 miles east of the Highway 99 and West 61st Street South junction in District #2.

10. Discussion and possible action to consider approving a utility permit request from Creek County Rural Water District #1 to cross and parallel South 225th West Avenue and South 227th West Avenue from 11350 South 227th West Avenue to the South 225th West Avenue and Highway 33 junction in District #2, for ARPA Project #1566-5.11-7039-4110, Bid #24-13.

11. Discussion and possible action regarding the American Rescue Plan 2021 funds directed to Creek County by the federal government.

Discussion and possible action to consider using ARPA funds on road and bridge projects.

12. PROPOSED EXECUTIVE SESSION: Consideration, discussion and possible action to enter into executive session to hold confidential communications between the Board of County Commissioners and the District Attorney concerning contracting for outside counsel related to an appeal from the Board of Equalization, Scissortail Energy, LLC and Petrolink Energy, LLC v. Haley Anderson, Creek County Assessor, EQ-2024-32, the disclosure of which may seriously impair the litigation if known by public disclosure as allowed by 25 O.S. § 307(B)(4).

13. Possible Action related to the above executive session discussion.

14. PROPOSED EXECUTIVE SESSION (per 25 O.S. § 307(B)(1)): Discussion of the employment, hiring, appointment, promotion, demotion, disciplining, or resignation of the individual salaried employee of the Board of County Commissioners, the Project Manager/Assistant Emergency Management Director.

15. Possible action regarding the employment, hiring, appointment, promotion, demotion, disciplining, or resignation of the individual salaried employee of the Board of County Commissioners, Project Manager/Assistant Emergency Management Director, resulting from the item above.
