September 19, 2024

The Board of County Commissioners of Creek County (BOCC) met in Special Session on Thursday, September 19, 2024 at 9:00 a.m., date and time duly posted.

Item #1: Meeting was called to order at 2:00 p.m. by Chairman, Whitehouse. Roll Call Stephens present, Warner present, Whitehouse present.

Item #2: Statement of compliance with open meetings act-Chairman.

Item #3: Motion was made by Warner and seconded by Whitehouse at 2:01 p.m. to enter into Executive Session to conduct interviews for the County Project Manager position. This executive session is authorized by 25 O.S. 307(B)(1) as it pertains to the discussion of prospective individual salaried public employees. Stephens asked Dana Logsdon, if she has scheduled the times for interviews. Logsdon stated yes, 2:00 p.m. for Glen Musser and 2:30 p.m. for Ronny Capps. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye. Motion was made by Stephens and seconded by Whitehouse at 3:57 p.m. to come out of Executive Session. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - Aye.

Item #4: Motion was made by Stephens and seconded by Warner to select Glen Musser for the Project Manager position. The Board discussed that each candidate brings positive aspects to the job. There was discussion if one candidate had the major project aspect, since the county will be or has projects going or upcoming that will need the knowledge of drawings, understanding the terminology, and working with the contractor and engineer on the project to make sure the county is getting what they paid for. Warner stated that Stephens would be the one that would work with the person daily and sees the importance of being able to oversee major projects. I could go either way, but if it were me, I would go the other way. Whitehouse stated that Capps is a people person and gets along well with others. He is sharp on large projects. I just don't know if you can unlearn some attitude traits that people have issues with Musser. And I do believe anyone can learn anything, if given the opportunity. Stephens discussed the storage project and the upcoming Sheriff Building Project that is projected to be between $8 to $10 million dollars. This is a trust project and will require a knowledge and I know Musser has that from experience. Warner stated that the Sapulpa Health Department will be coming before the BOCC with issues at their building that will need to be addressed and that will require a special skill set, as well. I would recommend that Stephens work with Musser on his bedside manners. Vote as follows: Stephens - Aye, Warner - Aye, Whitehouse - No.
